<\/span>&nbsp;roms, manouches ; militants associatifs et d&eacute;fenseurs des droits&nbsp;:<span style=\"\">&nbsp; <\/span>r&eacute;unis<span style=\"\">&nbsp; <\/span>&agrave; ARLES le 21 mai 2010 constatons&nbsp; que : <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"font-size: 11pt;\"><!--[if !supportEmptyParas]-->&nbsp;<!--[endif]--><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><span style=\"font-size: 11pt;\">Les lois<span style=\"\">&nbsp; <\/span>de la R&eacute;publique vot&eacute;es en 1990 et 2000 dites lois Besson reconnaissant le droit &agrave; l&rsquo;habitat et la libert&eacute; fondamentale d&rsquo;aller et de venir <i>aux personnes dites gens du voyage dont l&rsquo;habitat traditionnel est constitu&eacute; de r&eacute;sidences mobiles <\/i><\/span><span style=\"font-size: 11pt;\">ne sont pas mises en application dans la r&eacute;gion Provence-Alpes-C&ocirc;te-d&rsquo;Azur. Une telle carence condamne &agrave; une errance et une pr&eacute;carit&eacute; de plus en plus intol&eacute;rables ceux qui d&eacute;fendent un mode de vie et une culture traditionnelle encore vivante. Par ailleurs, certains, contraints de renoncer au voyage se sont install&eacute;s sur des terrains priv&eacute;s ou souhaitent y acc&eacute;der. Ils se heurtent alors &agrave; de multiples obstacles&nbsp;: mise en cause de leur mode d&rsquo;habitat lorsqu&rsquo;ils souhaitent s&rsquo;ancrer dans une commune, refus d&rsquo;acc&egrave;s aux r&eacute;seaux d&rsquo;eau et d&rsquo;&eacute;lectricit&eacute;, scolarisation des enfants, acc&egrave;s aux soins etc&hellip;<span style=\"\">&nbsp;&nbsp; <\/span><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><span style=\"font-size: 11pt;\"><!--[if !supportEmptyParas]-->&nbsp;<!--[endif]--><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><span style=\"font-size: 11pt;\">Les Pouvoirs Publics nationaux et locaux, en refusant de faire respecter et de respecter la loi, portent une responsabilit&eacute; directe dans la stigmatisation dont les tsiganes, gens du voyage, sont injustement l&rsquo;objet depuis trop longtemps. L&rsquo;ignorance et la peur se conjuguent dans la population pour faire na&icirc;tre des conflits dont le nombre et la violence se d&eacute;veloppent dangereusement. <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><span style=\"font-size: 11pt;\"><!--[if !supportEmptyParas]-->&nbsp;<!--[endif]--><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify;\"><span style=\"font-size: 11pt;\">Nous r&eacute;f&eacute;rant aux revendications des associations repr&eacute;sentatives des gens du voyage ainsi qu&rsquo;aux d&eacute;lib&eacute;rations de la HALDE en en date du 14\/09\/2009 et des principales instances Europ&eacute;ennes ( Union Europ&eacute;enne , Conseil de l&rsquo;Europe) nous demandons&nbsp;: <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 35.4pt; text-align: justify; text-indent: 35.4pt;\"><span style=\"font-size: 11pt;\"><!--[if !supportEmptyParas]-->&nbsp;<!--[endif]--><o:p><\/o:p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 35.4pt; text-align: justify; text-indent: 35.4pt;\"><span style=\"font-size: 11pt;\"><b>-Que soit mis fin aux discriminations &agrave; l&rsquo;&eacute;gard des Tsiganes en raison de leur origine, de leur mode d&rsquo;habitat ou de leur mode de vie.<o:p><\/o:p><\/b><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 35.4pt; text-align: justify; text-indent: 35.4pt;\"><span style=\"font-size: 11pt;\"><b><!--[if !supportEmptyParas]-->&nbsp;<!--[endif]--><o:p><\/o:p><\/b><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 35.4pt; text-align: justify; text-indent: 35.4pt;\"><span style=\"font-size: 11pt;\"><b>-Que soient s&eacute;v&egrave;rement rejet&eacute;s et condamn&eacute;s tout comportement et tout propos mettant en cause de mani&egrave;re collective les Tsiganes en raison de leur appartenance &agrave; une communaut&eacute; culturelle, de leur revendication d&rsquo;une histoire commune,<span style=\"\">&nbsp; <\/span>de leur mode de vie traditionnel.<span style=\"\">&nbsp;&nbsp; <\/span><o:p><\/o:p><\/b><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 35.4pt;
